About
Founded in 1998, Streetsafe (Pty) Ltd was established as a comprehensive solution to assist communities within the City of Tshwane in implementing neighbourhood closures in line with the Rationalisation of Local Government Affairs Act (Act 10 of 1998). Since then, we have successfully facilitated the closure of more than 90 areas, including Wapadrand, Faerie Glen (x6), Irene, Constantia Park, Groenkloof, Lynnwood North and South, Lynnwood Glen, and many others.
Our approach is built on a unique, patented model known as “Guaranteed but Monitored Access.” This concept was endorsed by the Human Rights Commission in 2003 and formally accepted by the City of Tshwane. Today, over 20,000 households benefit from safer neighbourhoods, improved property stability, and the renewed freedom to enjoy their streets—day and night.

What We Do
Streetsafe operates as a facilitation and project management specialist. We remain fully independent, meaning we do not own or supply security personnel, vehicles, CCTV systems, or related equipment. Instead, we manage a transparent tender process to secure the most effective and cost-efficient solutions for each community.
We guide communities through every stage of the process, including:
- Establishing and structuring Non-Profit Companies (NPCs)
- Conducting detailed safety assessments and developing tailored security strategies
- Preparing budgets and comprehensive business plans
- Facilitating community engagement and public meetings
- Managing traffic impact studies and council applications
- Overseeing approvals, wayleaves, and construction processes
- Ensuring compliance with municipal requirements and standards
Once implementation is complete, we continue to add value by developing site procedure manuals, coordinating with appointed security providers, and monitoring performance through measurable key indicators. This ensures that service levels are consistently met and that residents receive real, lasting value.



Compliance & Sustainability
Neighbourhood closures are governed by legislation that limits approval to two-year periods. Streetsafe ensures ongoing compliance by managing all required bi-annual reapplications, allowing communities to maintain their secured status without disruption.

Looking Ahead: Community Development Network
Building on decades of collaboration with security providers, CCTV monitoring companies, Community Police Forums (CPFs), SAPS, Metro Police, ward councillors, and local communities, Streetsafe has developed an expanded vision for safer environments.

Collaborative Solutions for Safer Communities
Streetsafe, together with its network of trusted partner companies, has built a strong coalition of specialised service providers. Leveraging the City of Tshwane’s Internal Municipal Service District (IMSD) Bylaw, we work collaboratively to plan, design, and implement legally compliant solutions that support safer, more sustainable wards, towns, and cities.
Our role includes developing comprehensive business plans, securing community and stakeholder support, and guiding each project from concept through to successful implementation—always within the framework of applicable legislation. The result is a structured, scalable approach to creating environments where people can live, work, and do business with confidence.
Developing Future Leaders
As part of our long-term vision, Streetsafe is also in the process of establishing the South African National Civil Protection College. This initiative will focus on equipping future leaders with the skills and knowledge required for effective planning, coordination, leadership, control, and communication—key elements in building and maintaining safe communities.
